Spills and Emergency Response

I am sure this questions has been asked several times before.
I want to know how at other Universitties and institutions emergency
response services are delivered, particularly for responding to
spills. Please answer following questions.
When you receive a call for help for managing radioactive
spills, how will you proceed ? What materials do you take with you,
(besides survey meter)? Do you start gathering materials when you get
a call depending on the nature of the spill or do you have all
materials at one place to respond quickly for certain range/kind of
spills likely to occur?
Is there a commercially available kit for radioactive spills.
How many HPs usually respond: one HP/ a team of two or more. Who does
the actual clean up; the User or the HPs.
