Dear Maureen,

Considering new approach on this subject, I included in my  previous
definition (because you had asked  a definition) the understanding for the
qualification of an adviser qualified to advise radition users (and also
competent authorities)

defintion of a radiation expert qualified to advise radition users and
competent authorities on radition protection and legal implications.



Qualified Adviser on Radiation Safety and  Regulation: Individuals that are
expert in a particular practice or spectra of practice  or have highly
specialised  skills in particular subjects and can be very helpful in
drafting appropriate radiation safety arrangements, according with the
Competent Authority Regulations, or to supplement the Competent Authority
technical knowledge. 



Qualified Adviser on Radiation Safety and  Regulation QUALIFICATION: --
Abilities  gained  through  education, training and  experience, which are
measured taken into account  established Competent Authority requirements to
qualify organization  or individual to perform specialised radiation safety
subjects covering specific practice: (examples of activity: meteorology,
mettalurgy, hydrology, geology, shielding alternatives, quality assurance,
transport, safety evaluation, ventilation system, social risk management,
tranboundary radiation exposure, ....)

As general principle, consultants can only advise and not substitute the
responsibilities of  the Organization and the  Radiation Protection Officer,
as well as  the Competent Authority.
