Don't go there!

We have operated as recharge since the beginning of licensing, but are
now moving away from it.  The primary reason is _not_ the very good reason
that it encourages bad waste practices (hoarding when low on funds for
example).  The reason we are expecting to move the other way is that
federal funding agencies are starting to line item out waste charges.
NIH has already refused to reinstall a line item for waste disposal
for one of our researchers.  I believe it is in an OMB document
(but i am not sure) that waste disposal should be an indirect charge.
