Scott's concerns are valid, and not just for RSO positions. It is a  
fact that the average years of HP experience in US facilities has 
dropped dramatically, thanks to attractive O&M reductions due to the 
past decade of corporate greed, through downsizing, re-engineering, 
or whatever cute name that is associated with "laying off expertise" 
..
