     You bring up an interesting comparrison, but remember that a physician 
     who has completed a residency in surgery can perform surgery even if 
     not board certified.  It comes down to credentials (an MD, licensure,  
     and privileges granted by the hospital).  Should certification be a 
     requirement for all RSO jobs?  I don't think so.  I think it is 
     dependent upon the particular job requirements and responsibilities.  
     A competence exceeding a 40 hour course is certainly needed for any 
     true RSO job.
     
     This is my opinion, for whatever it is worth.
