With regards to environmentally benign LSC cocktails, the defining
agency is the one that issues the discharge permit for the local
publically owned treatment works (POTW). This could be a the state EPA
or a city's public works department. The major concern of these
agencies is that the sludge composition is not altered by any chemical
discharge, that heavy metals do not accumulate in the sludge and
that discharged chemicals do not damage the sewer or treatment facility
piping.
Once you obtain a discharge permit, it is my understanding that you
do not have to reapply for a permit providing the actions of the
chemicals you discharge are are consistent with regards to the types of effects expected in the
sewer system and you do not exceed the discharge limit for the type of
chemical you are permitted for.
I believe that most of the major LSC cocktail manufacturers have done
extensive work of this issue and many have documents from their local
POTW stating that the environmentally benign cocktails are acceptable
for discharge into a sanitary sewer. They are usually willing to
provide you with this documentation, which goes a long way in
helping you convince your local agency that these cocktails are safe and
may relieve you from having to perform analysis on the effects these
chemicals may have on a sanitary sewer system.
