While NRC is certainly "more reasonable" than EPA, the NRC position is
hardly "good news". Note that the HPS Position Statement conservatively
states that the scientific basis for radiation health effects
establishes that calculating risks below 5 rem/year, 10 rem lifetime, is
not justified. 

Both NRC and EPA policies damage public health and welfare that are not
substantively different, while ignoring the data. (As EPA said in
response to its own Scientific Advisory Board recommendation that the
health effects data be considered, in the Federal Register, that to do
so would require recinding its policy to use the LNT hypothesis, and it
would not do so. EPAs Alan Richardson confirmed this again at the April
16-18 "Risk Management" conference in DC when he said the same thing,
that for EPA, the scientific evidence on health effects would not affect
EPA's policy of applying the LNT.)

Here again, confirmation that even the most egregious agencies
supporting extreme radiation protection policies and costs fully
recognize that the evidence, as reflected in the explicit HPS position
that rejects the NCRP/BEIR rationalizations supporting the LNT as
contradicted by their own data, recognizes that the scientific evidence
refutes the LNT; and applying the LNT can only be supported by
"policies" and rationales that reject the scientific data in favor of
arbitrary, unscientific, standards. Note that the NCRP and BEIR are
increasingly recognized as last efforts by a narrowly-constituted
EPA-funded (and other Fed agency-funded) group of "scientists" carrying
a political mandate. It should be recognized as an embarrasment to all
of science.

I recommend that comments supporting NRC also include the HPS Position
Statement and note that NRC has yet to consider the evidence. Note that
the letter by the ACNW expressing concern about the narrow, unreviewed,
work of NCRP's Upton Committee, has yet to be responded to by the
Commission beyond an insubstantial, dismissive letter to the NCRP for
which no substantive effort to open up the closed group  and
considerations of the data has been provided by the NCRP.
