Does this only strike me (not CHP) as a bit non sequitor?

I really don't see how a CHP can look at the questions from a minimumly
qualified applicant's perspective?

Maybe what is REALLY needed is some minimally qualified persons to give an
opinion - This person of course would NOT be allowed to take the exam which
they reviewed and their opinions could be totally ignored.  By those more
esteemed (the CHPs)

But - I submit the resulting dialogue from CHP and non-CHP reviewers would
be at least eye opening and a good educational experience for the lucky
non-CHP/s involved.

Such a review might just shed some light on the complaints about the exam!?
