Radiological Emergency Planning

I have been in the emergency planning field at a DOD contractor facility for
a number of years and would like to expand my knowledge of the field,
looking toward an eventual monograph on the subject.  I would greatly
appreciate any info anyone may have regarding what internet resources are
available for radiological emergency planning at DOD, DOE and NRC licensed
sites.
