Dr. Raabe is correct. The rules are very complicated, but he has explained
them well.
The bottom line is that 2000 will be a leap year and there will be a Feb 29,
2000.

By the way, why do we spend so much time and bandwidth arguing over
something that is
not an opinion, but an easily verified fact. Why do intelligent people argue
over something
that you can look up in an almanac?
