Brent,
As I stated, the IRS has its own rules that pertain to SSN use.  It is for
Social Security and other tax purposes that employers need a SSN.  That is
why I included IRS in my previous statement.  This thread has also discussed
the legal requirement to track exposures by SSN.  However, just because
payroll folks have a SSN, and another department asks for it, payroll does
not have the right to disclose it.  It is not for the people in payroll to
decide whether the folks in the print shop or the cafeteria have a valid
need for my SSN.
