R (mg/cm2) = 412 * Emax ^(1.265 - 0.0954 * ln Emax)
Equation 5.2 in Cember's second edition.

If Emax is greater than 2.5 MeV, 
R = 530 * Emax - 106
Equation 5.4

These are just approximations, and the behavior
of the beta will depend upon the distribution
of the beta energy profiles.
