I think that the problems with low-level radioactive waste disposal are
perceptual rather than scientific. No amount of scientific logic will
convince the government or the public to consider ocean disposal. The
proposed low-level waste site in Ward Valley, CA, is a distant 20 miles from
the Colorado River and is separated by a granite mountain. Still, members of
the public can readily be convinced that 20 miles is too close. The
quantification of migration and activity levels is incomprehensible to the
average person, and such arguments may therefore be ineffective.
