The following NRPB publication may be of some help:

Areas in which Unsealed Radioactive Materials are Used.  NRPB 
Memorandum M443. National Radiological Protection Board; Chilton,

The memorandum describes proposals for determining the categorisation 
and designation of workings areas in which unsealed radioactive 
materials are used.  It proposes a scheme based on five categories of 
working areas with activity limits recommended for the use of 
unsealed radioactive materials in four of these categories, the 
remaining category being for special situations.  The designation of 
areas follows NRPB guidance for occupational exposure, which was 
developed as a part of its response to ICRP Publications 60.
It is stated in the introduction to M443 that "...In 1991 the IAEA 
commenced a revision of Safety Series No 1, which identified the need 
for either justification of the earlier recommendations or a 
re-evaluation leading to new ones.  This document presents a 
re-evaluation which tackles the situation from first principles."
