It seems likely that the RSO of a VA hospital is the institutions 
"leading radiation safety expert." Perhaps there is a very special 
Radiologist that has more knowledge and experience than the RSO, but it 
is likely that such a very special radiologist would be cognizant of and 
adherent to risk communication principles.

It seems unlikely that name, face, or membership recognition has anything 
to do with the expertise of the RSO.
