expert or not, credentials (or their lack) do not take away the right the
individual has to question a safety practice, nor does it diminish the
protection afforded in whistleblowing statutes, provided he believes that the
problem exists.  In other words, you can be wrong yet still have the right to
raise a concern and (hopefully) not suffer retribution; being wrong does not
diminish employee protection.

The root of the issue is factual (what are the facts-do we have all the facts
to pass expert judgement?) and perception by both RSO and MD who are closest
to the issues.
