A note for clarity .....
For purposes of a report to a person 10CFR19 requires such a
report when monitoring was required. Note that in addition to the
"likely to exceed 10%" rule monitoring is also required if a person
enters an HRA [note- an actual HRA, not just a signed area].
This is probably a rare exception but it should not be overlooked.
Personally I think it is an unneeded complication in the rule. The 10%
rule should be adequate on its own.
