The NRC does have a definition of a sealed source in 10 CFR 30:

"Sealed Source" means any byproduct material that is encased in a capsule
designed to prevent leakage or escape of the byproduct material.

Based on this definition, I believe that the NRC would be looking for more
than a cap on your source to consider it to be "sealed."
