Several generic viable options exist concerning unique identifiers.

For example (one of many):

Use the last four digits of their SSN and the julian date of their mother's
birthday. 

My SSN is 123-45-6789 and my mom was born on 6/17/32

My unique identifier is 67892168.

Moms do it for banks, why not us?

Why even suggest a new layer of regulatory bureaucracy? Perhaps a
position paper recommending the above (or an equivalent) is in order.
That would be all that is needed.
