There is an obligation on the part of the organization providing the
monitoring to make the data reasonably available to the individual. If we
drop the use of the nationally-unique SSN in favor of locally generated
indexing numbers, then how do I know which James H. Smith is requesting
dose information? An individual who refuses to provide that unique number
makes retrieval of the dose info years later much less certain. Isn't the
individual who gives us false SSN info the author of his own data retrieval
problems?
