Exactly what effect on "other's lives" will 1 or 2 millirem of Shallow Dose Equivalent( approx. 0.01 to 0.02 millirem TEDE ). Possibly there is more effect on other's lives from the fear they get from prestigious organizations giving great weight to these nuisance, or better trivial, events by setting "goals".
If the worker is shown often enough that someone has reason to be afraid of exceeding the event goal, then he will fear the event also.
Let's not go back to the case where the worker spends excess time repairing an instrument in a high dose area because he has double rubber gloves on while using, or trying to, a jeweler's screw driver. A few hundred millirem more DDE, but at least he didn't get that goal defeating 2 millirem SDE from contamination.

Mr. Turner's perspective has, perhaps, merits when considered
from a largely legal standpoint. Given that nuclear workers and the
public at large might not necessarily agree with Mr. Turner's viewpoint,
it might be wise to study this challenge professionally, from multiple
perspectives, rather than be quoted using the terms "nuisance
contaminations" with regard to others' lives.
