Many good points have been raised in this thread. Let me see if I "get it".
Brookhaven did not disobey any "rules" since the offsite contamination was
below limits. I am not aware of any precisely defined performance
expectations that were not met. They lost the trust of some members of the
public; this is the essential performance expectation. This is a real
challenge!
