Radsafers,

It is likely that this individual operates out
of the International Health (IHPO) office of
CDC at a lower level presumably that the chief
program players who are identified by position
on web pages accessible from the following:

  http://www.cdc.gov/ihpo/abtihpo/resource.htm

It is also possible that he is not presently
directly associated with CDC (depending upon
the motivations of his sponsors!).
