Actually, you're right, depending on one's reading of the Guide. I just
looked at RG 8.20 again; the >100 mCi (in a calendar quarter) threshold is
if: "Processes carried out within gloveboxes, ordinarily closed, but with
possible release of iodine from process and occasional exposure to
contaminated box and box leakage." One could easily make a case that a
capsule was the equivalent of a glove box.
