    For what it's worth, a document written by Lawrence Livermore 
    National Laboratory, "A Perspective on the Dangers of Plutonium", 
    W. G. Sutcliffe, et al, April 14, 1995, attempts to address the 
    very question discussed below.  
    
    That report identifies three newspaper articles from August 16-19, 
    1994, as the starting point for this belief.  The three newspapers 
    cated are the New York Times, Aug. 16 late edition, a Los Angeles 
    Times editorial, Aug. 19, and The Herald (Glasgow, Scotland), Aug. 
    19.  They were reporting on the seizure of 10 ounces of plutonium 
    at the Munich airport in August, 1994, and its potential use for 
    radiological terrorism.

Does anyone know when, where & why the phrase "plutonium is the most toxic 
material know" was used, and in what context?  If so, I would like the 
details, including the exact reference.
