Greenhouse Gases comparisons

When evaluating the greenhouse gas contribution differences between nuclear
and fossil fuels, are the "cradle to grave" contributions of mining, etc.
considered for coal or oil sources as well? Or are thes just an added
factors that anti-nukes consider in their arguments? I guess I'm asking,
are we comparing apples to apples?
