I got my cart from "Rubbermaid"....

With regards to the liquids,  I thought there were requirements for liquids to 
be packaged such that there is adequate (2 times?) absorbent inside the outer 
package.  And the outer package with absorbent and containing your liquid 
container would as a total package would be subject to the test criteria...

I sure you will get more detailed requirements once this post hits the net..
