The only ones who can certify Type B packages are "Competent National
Authorities".
The Competent Authority in the US is the NRC. I believe that obtaining
such a certification is quite expensive. There are some alternatives,
however.
DoT used to have certain type certified packages which would meet Type B
specs. if constructed according to DoT's prescription. Three such packages
are mentioned in DoT regs: 6M, 20WC, and 21 WC. I've appended some
relevant sections from 49CFR pertaining to the 6M package.
You may also be able to borrow or rent someone else's Type B package.
Note, however, that if you will be shipping material internationally, you
may need to use a Type B(M) [M is for multilateral] package, and the Spec.
6M package may be Type B(U)
[U for unilateral]
