I and several other people doubt that the accident at Novosibirsk, May 15-16,
1997, was a criticality accident.  The reported 1 E 15 fissions just seems too small
to be self-quinching.

The accident at Arzamas-16 on June 17, 1997  that killed Dr. Zakharov does seem
to have been a criticality accident.
