France Excepted Package

This is not totally correct, although FedEx does handle a
significant number of international radioactive material shipments.

This is correct to be sure that FedEx only accepts radioactive
material shipments that are acceptable to a given destination and
that FedEx is capable of transporting to that destination.

This is incorrect. There is a great deal of confusion and
incorrect information concerning this issue. I also doubt that
FedEx in France was ever contacted regarding this question nor
should they have been contacted.
France variation FRG-02 states:
Dangerous goods may not be transported to, from or
through the French territory under the provisions of
Subsection 2.8 (Limited Quantities of Dangerous Goods) of
these (IATA) Regulations. This requirement does not
apply to overflight.
IATA Subsection 2.8 pertains to limited quantities in "Y packaging"
and does not apply to limited quantity of radioactive materials in
excepted packages.
FedEx transports routinely to France limited quantities of
radioactive materials in excepted packages.

I am having very difficult time to send 200 microcurie H-3 to France. It
seemed to that the FedEx is only one who handle RAM international
shipping. I was told that they (the FedEx in US) need to have a
preapproval prior to shipping. The FedEx in France responded that the
Limited Quantity is not allowed in France. So I am told that I can't ship
the H-3 I have. I guess the "Limited Quantity" in France has a
different meaning than what I meant (or IATA meant). Doesn't IATA reg.
apply in France? I would appreciate to hear from
someone who have any suggestions. The compound which contains H-3 is
specially synthesized and it is intended for medical research. No other
hazard is associated with this compound. Thank you
