     You must have a different IATA than I have. My 1997 edition does not 
     have Section 2.2.2.
     
     In Section 2.8.2 Dangerous Goods not permitted in Limited Quantities 
     it says
     
     "The following articles or substances are NOT permitted under the 
     provisions for Limited Quantities:

     * those in Class 1 or Class 7 or Division 2.1 etc....."
     
     This is real confusing.
     
     Question:  Why is Federal Express indicating that it cannot be shipped 
     to France when contacted?

The provisions of IATA Section 2.8 do not apply to limited quantities of 
radioactive materials,  see Section  2.2.2.  Section 2.8 is strictly for 
"Y  packaging"  which  applied  to  other  classification  of  hazardous 
materials.

     FedEx routinely transports limited quantities radioactive materials 
     in excepted packages to and from France.

The IATA Dangerous Goods Regulations apply to all international air 
transport.  There are limitations in transport based on State 
(country) and Operator (Air Carrier) Variations.  These variations are 
found in IATA Section 2.9.2 List of State Variations and IATA Section 
2.9.4 List of Operator Variations
     
France (State) Variation FRG-02 -
     
"Dangerous Goods may not be transported to, from or through the French 
territory under the provisions of Subsection 2.8 (Limited Quantities of 
Dangerous Goods)..."
     
     
Federal Express (Operator) Variation FX-03 -
     
"Class 7 substances will not be accepted for carriage outside the USA 
without prior approval..."
     
     
These variations are what you are dealing with.  You are not going to be 
able to ship under limited quantities to France.
     
I would suggest contacting a dangerous goods specialist.
