Medical RSO Question

We are currently having a mock JCAHO Inspection.  The reviewer has 
questioned why we fluoro lead aprons in radiology, cardiology,
surgery, etc. but not dental service.  Can anybody tell me where the
"requirement" or recommendation to fluoro lead aprons to check for 
creases and pinholes originates?  I'd like to check the exact citation.
 
For those non-medical types or medical types that haven't dealt with
JCAHO, please do not bother telling me how trivial dental x-rays are
or that aprons are not needed at all there.  JCAHO specializes in the
trivial!  Their attitude is, CONSISTANCY above all else, especially
common sense or reason.  If we fluoro approns for use in fluoroscopy
where the beam is on for minutes [up to hours for some interventional
proceedures] then we are not providing one standard of care if we don't
do so for dental x-rays aprons.

Oh, unless you think the group would like to know and want to send a
