I was not meaning in any way to condone any kind of experimentation without
consent.  I condemn that as strongly as anyone! However,I dont't think the
researchers of that time considered adding insignificant amounts of radioactive
tracers as a tool of the overall research as experimentation on radiation
effects.  I guess my real question is: Should damage reparations be paid when
there is no damage and no willful intent to put the subjects at any risk?
