There is no exemption mentioned for nuclear power plants.  No exemptions
are mentioned for fossil fuel plants, either.  Also, the radiological
portion of this proposed change is but a small portion of the whole rule
change; most of it deals with chemical emissions.  The radiological part is
just the part about which I am competent to address.
