Skin Contamination Reportability!

This is for the DOE sites out there.  If you have spotty contamination in an 100cm-2 area of the body (Hand ex) does your location add the activity within the 100cm-2 area to determine reportability or do you just take the one highest reading in that 100cm-2 area and report based on that reading?  Also, why do you do it the way you do.  I do not want to give my answer at this time.  Please answer by E-mail or phone.
