The incident you,  refer to was during the 78 refueling outage at Trojan.
Contrary to your information the technicians DID NOT DIE,  according to NRC
publications the numbers given were 27.3 and 17.1 REM. We still use the
incident in HP Tech instrumentation training as an example of how a GM detector
 did react to HIGH DOSE RATES and why it would not react in the same manner in
the same situation today.
