George, the workers were about 10 ft from the transfer tube.   The spent fuel
elements move through at about 2'/sec.  I agree that the element was probably
only 7 days old since shutdown and therefore hotter than the 30 day value used
in the calculation.  However refueling operations or reracking are done as
quickly as possible.  The >30 day is probably not representative of modern
refueling operations
