George is absolutely correct. Attitude was a key issue with this 
closure. While Commonwealth has some very good workers at their 
sites, there often is poor management. While Commonwealth has 
expended a large amount of $$$$ in an attempt to beef up their 
management deficiencies, they often brought in individuals whose 
track record wasn't all that great. In other words, they brought in 
another utilities cast-offs, and with them, their own unique 
problems. There is a very profound statement that describes this 
situation at Commonwealth, as well as other utilities ...  "Shadow of 
the Leader" ... if the leadership doesn't really give a damn, neither 
will the subordinates. It's all very sad when one sees what has 
happened at Commonwealth, and understands that this isn't the only 
facility with the plague.
