We use a black plastic mesh cage with solid end caps.  Usually have to but a
hole in the end caps for drainage, otherwise it freezes into a block in the
winter.  We heat seal our TLD's in poly bags with return address info prior to
putting them in the cages and the cages are attached, usually to perimeter
fencing, with nylon wire ties.  If you're interested, I can find out where we
get them.
