The following obituary appeared in the San Jose Mercury
News' January 20, 1998 edition (no by-line specified):

KENNEDY, Richard T., 78,

the ambassador-at-large who coordinated U.S. nuclear
non-proliferation efforts during the Reagan and Bush
administrations; Monday in Washington, D.C., of complications
from heart bypass surgery.

He was appointed ambassador-at-large for nuclear affairs
in 1982.  He quickly negotiated nuclear cooperation
agreements with China and Japan and opened non-proliferation
consultations with the Soviet Union.

In 1986, he led the U.S. response to the Chernobyl nuclear
reactor accident in the Ukraine.  He retired shortly before
President Clinton's inauguration in January 1993.  Before his
last job, Mr. Kennedy was a member of the [U.S.] Nuclear
Regulartory Commission from 1975 to 1980 and an undersecretary
of state in 1981-82.  From 1969 to 1974, he served on the
National Security Council staff, first as director for
staff planning and coordination and later as deputy
assistant to the president for national security planning.
