The toxicity of uranium is not related to the enrichment but
the controls for airborne contamination are related to
enrichment.  At low enrichments the controls are set based
upon chemical toxicity and at higher enrichments the
controls are set based on the radiological hazards.  This is a
bit tricky for the normal IH and HP.  All too often we do not
communicate well.
