Accident Dose Assessment Codes

Fellow RADSAFE'rs and REPLAN'ers ...

Do any of you have any strong opinions regarding
the use of "sector-averaged" meteorological codes
and methods for estimation of radiological accident
consequences? Somewhere back in the grey
matter, I seem to recall that sector-averaging can
lead to underestimation of peak doses / dose rates
by an order of magnitude or more, depending on
source-receptor distance and dispersion
parameters.

Any comments?
