I'm working on a point/counterpoint of radiation hormesis for Medical Physics.

I know that the concept has been attached by the "establishment" as being:
1) unsupported by evidence
2) lacking biological/biophysical plausibility
3) incompatible with basic radiation protection paradigms

However, I haven't been able to find anyone who has actually made claims 2 and 
3 in print.  Anyone know of a quotable (that is citable) source, preferable an 
"establishment" source?
