Charlie Willis made a good point about the use of the same units for both
equivalent dose and effective dose (both use either Sv or rem). This can be
very confusing if the context is not clear.
I believe that the effective dose concept will be significantly modified in
a few years when it becomes clear that the distribution of cancers in
Japanese atomic bomb survivors [the basis of tissue weighting factors and
effective dose] cannot be used to evaluate risks from protracted radiation
exposures in radiation workers....
