Keenan Wynn as Bat Guano was actually preventing Peter Sellers in his role as
the British military attache from calling the President from a pay phone in a
hallway to get the President to recall the bomber wing [since access to any
other communications from the base had been completely cut off by the base
commander and/or destroyed in the attempt by the Army detail to take the air
base in an attack ordered by the President] . In one scene, where the Army
attack column approaches the base, the base defenders, convinced that the Army
detail are communists dressed in U.S. Army uniforms opens fire with machine
guns on the approaching military column coming up a narrow road to the base.
One of the base defenders states: "You got to hand it to those commies, those
troops look just like US Army troops." There is a pitched battle, and in one
sight gag Air Force base defenders battle Army troops almost hand to hand
under a SAC billboard at the base entrance displaying the prominent motto:
"Strategic Air Command - Peace is our Profession".

Finally Keenan Wynn was convinced to let the attache  make the call from the
pay phone but no one had any change. Keenan Wynn had to shoot open a Coke
machine with his service revolver but told Sellers that if he was making
things up [about the false bomber wing attack on the FSU] and the Coke machine
was shot open needlessly, Sellers was "going to have to answer to Coca-Cola"
for the damage. Sellers has to go thru the White House switchboard to get to
the President in a  hilarious phone conversation.
