49 CFR 173.451 was removed a couple of years ago. (61 FR 18926, 04/29/96) Apparently, the DOT missed a cross-reference to the removed paragraph. Since all it stated was that fissile shipments must meet the requirements unless exempted under 49 CFR 173.453, it would appear to have little effect. Mark A. Smith, CHP web25@charweb.org
