173.451   Fissile materials - general requirements
          Except as provided in 173.453, each package containing fissile
          Class 7 (radioactive materials must comply with 173.457 and
          173.459.
 
It was apparently inadvertently omitted in the printing of the
regulations, and I think this was the same case for 173.463 if I
remember correctly, but I haven't had the time to rechecked this today.
