The Rad. Health Handbook, Third Edition, (page 3-5) gives equations for
avg energy of "external" and "internal" bremsstrahlung; referencing NCRP
Report No. 58 (1985) for defining "internal."

For external, an example is given for P-32...the avg E = 0.4 Z keV
where Z is the atomic number of the absorber.

Z numbers for common absorbers are listed.
