Read the actual press release (separare long post).  All the working group 
really says is that they cannot prove that a link is impossible, thus they 
must conclude that a link is "possible".

The US National Academy of Science report did not claim that a link between 
cancer and power-frequency fields was impossible either, only that there was 
"no conclusive and consistent evidence" of cancer causation.  

The press has really screwed this one up (the quoted headline is typical).
