1. Evaluation of historical doses reported for the individual
2. Assess current work environment and use of radioactive              
    materials and/or exposure to radiation producing machines
3. Interview the worker, documenting what they say about what       
   occurred during the estimation period.
4. If the work environment and typical radiation levels have not         
    changed, using the average dose for the past 12 months, or        
    less, can be used for the estimated dose. Document the basis  
    for the estimate.
5. Assess doses reported for others doing the same type of work,   
   and, working in the same general areas
